## When policy becomes advertising: The new fault line in strategic influence

What used to be considered “just” corporate communication may now be treated as political advertising. And that changes everything.

### Editorial

With the EU’s new Regulation on transparency and targeting of political advertising (reg. 2024/900), the lines between advocacy, opinion shaping, and regulated content are no longer blurry; is being redrawn and its reach goes well beyond election cycles.

Influence today forms not only in government offices but also across digital forums, stakeholder networks and data-driven conversations. If your organisation communicates on topics such as Energy Regulation, climate policy, or public investment frameworks, especially through paid channels, you may now fall within the scope of the new rules.

That’s not a theoretical risk. Meta’s recent decision to ban political and social issue ads in the EU starting this October shows that platforms are avoiding the liability of guessing what counts as political content under this Regulation. And neither should you.

For public affairs professionals, this moment demands a mindset shift. We’re entering a communications environment where the intention behind your message matters as much as the content itself. Transparency, sponsor identity, budget disclosure, and audience targeting criteria are becoming mandatory for messages that even touch policy debate.

But there’s more at stake than compliance. The ability to influence policy debates—through facts, vision, or values—depends increasingly on how strategically we navigate these new regulatory terrains. And for sectors like Energy, where public trust and political alignment are critical, the cost of miscommunication just got higher.

This isn’t about censorship. It’s about responsibility. And the best communicators will adapt, not just to follow the rules, but to lead the conversation.

### Legislative Radar

02. LEGISLATIVE RADAR: Europe’s Hydrogen Push Gets Real

This month, the European Commission launched the operational phase of its hydrogen mechanism, part of the broader EU Energy and raw materials platform.

The mechanism is now open for participation, and its first matchmaking round between Renewable hydrogen producers and potential buyers is set to begin by the end of September.

This initiative isn’t just another announcement.

It marks the first concrete step toward structured demand-supply coordination in the EU hydrogen economy—a critical move to de-risk projects, attract investment, and scale industrial decarbonisation.

The platform also plans to expand into gas and raw materials soon, further centralising strategic resource flows across the value chain.

For our clients, particularly those engaged in Energy innovation, sustainability-linked manufacturing, or alternative fuels, this development could shape both market access and policy visibility going forward.
